Webster BallingerThe attorney who represented many individuals in their appeals to be "correctly" transferred to the "Choctaw or Chickasaw By Blood Rolls" was named Webster Ballinger. Mr. Ballinger presented the case before a Congressional Committee convene to investigate charges that officials employed by the Dawes Commission were "intentionally" prevented the litigants of Equity Case 7071 from being transferred.
Following the investigation in 1906 and 1907, William O. Beall was forced to resign his position as clerk and commissioner along with Tams Bixby who committed many indiscretions as Commissioner of the Dawes Commission. A very small excerpt from the Congressional Investigation to illustrate the factors involved in this miscarriage of justice, by the U. S. Government and the Choctaw and Chickasaw Nations towards people who through no fault of their own happened to be descendants of African and Native descent.
